What is Adhoc Relief Allowance (ARA)?
ARA is a temporary monthly allowance granted through annual federal and provincial budgets to provide immediate financial relief to government employees without permanently revising the BPS pay scale.
Unlike a permanent basic pay revision, Adhoc Relief Allowance is notified each year (or every few years) as a separate line item on your pay slip. It is usually calculated as a percentage of running basic pay and varies by BPS. Over time, multiple ARA tranches (2021, 2022, 2023, etc.) accumulate on your salary. Governments may later merge selected ARA amounts into basic pay to improve pension benefits.
ARA 2021
10% of running basic pay
Announced in the Federal Budget 2021-22, ARA 2021 granted a 10% adhoc relief on running basic pay for federal government employees in BPS 1–22. Provincial governments (Punjab, Sindh, KPK, Balochistan) issued matching notifications. This allowance continues on pay slips until merged or replaced.
ARA 2022
15% of running basic pay
Budget 2022-23 introduced ARA 2022 at 15% of running basic pay for civil servants. Combined with ARA 2021, employees received cumulative relief. Enter your exact ARA 2022 amount from your pay slip in the calculator — the notified rupee value depends on your BPS and current basic pay stage.
ARA 2023
35% of running basic pay (federal)
The largest recent tranche, ARA 2023 was set at 35% of running basic pay in the Federal Budget 2023-24. Discussions continue about merging ARA 2023 into basic pay permanently. The calculator's Policy Impact Scenarios show how this merge would affect your basic pay and future increment benefits.
ARA 2024
20–25% of running basic pay
Federal Budget 2024-25 provided adhoc relief for government employees, with rates varying by BPS grade. BPS 1–16 typically received a higher percentage than senior grades. Provincial finance departments issued separate SROs with aligned or adjusted percentages.
ARA 2025
Budget 2025-26 adhoc relief
ARA 2025 was notified in the most recent budget cycle before Budget 2026. Amounts appear as a separate "ARA 2025" line on AGPR and provincial pay slips. Employees should enter the exact notified amount in the calculator for accurate gross salary and budget projection.

Revision of Basic Pay Scales and Allowances of Civil Servants of the Federal Government 2026
The Federal Government has approved revision of Basic Pay Scales and allowances with effect from 1 July 2026 for federal civil servants (BPS 1–22), including civilians paid from defence estimates. Basic Pay Scales-2026 replace BPS-2022 by merging Ad-hoc Relief Allowance-2022 (15% of BPS-2017 running basic) and Ad-hoc Relief Allowance-2025 (10% of BPS-2022 running basic) into basic pay. Serving employees’ pay as on 30 June 2026 is fixed point-to-point in the new scales. A new Ad-hoc Relief Allowance-2026 at 7% of running basic under BPS-2026 is granted until further orders (subject to income tax; not part of pension/gratuity). Special pays and percentage-based allowances including House Rent Allowance are frozen at 30 June 2026 admissibility. Employees may opt for BPS-2022 or BPS-2026 within 30 days; otherwise BPS-2026 applies. An Anomaly Committee will resolve implementation issues. Annual increments continue on 1 December.

Conveyance allowance for federal civil servants in BPS 1–22 is increased by 50% of the existing monthly amount on the same terms, with effect from 1 July 2026. Revised rates: BPS 1–4 Rs 2,678 (from Rs 1,785); BPS 5–10 Rs 2,898 (from Rs 1,932); BPS 11–15 Rs 4,284 (from Rs 2,856); BPS 16 and above Rs 7,500 (from Rs 5,000).

Disparity Reduction Allowance-2026 is approved at 15% of basic pay as on 30 June 2022 for employees in BPS 1–22 who are already in receipt of Disparity Reduction Allowance, on existing terms and conditions, with effect from 1 July 2026.

Executive Allowance for officers in BPS 17–22 in the Federal Secretariat and Islamabad Capital Territory field administration is computed at 1.5 times (150%) of running basic pay as on 30 June 2022, frozen at that rupee amount until further orders. It is not drawn together with Disparity Reduction Allowance in applicable cases, and ends on transfer outside notified posts. Mandatory training may attract 50% of the prescribed rate.
